Mapping A New Route For Transportation Policy

The federal highway program is running out of money. But before Congress considers new revenues, it needs to set priorities.

Virtually everyone involved agrees that the existing surface transportation law must not simply be reauthorized and given more money next year. Instead, they say, the federal government must set national transportation priorities.
